If you're coming from another country you may either take a plane to the International Airport in Manila and then take a domestic flight to Cebu. It would be much better is you take the direct flight from your country (if there is one) to the International airport in Mactan, Cebu.

     For those who are comming from other places in the Philippines you can take either a plane or boat from your location to Cebu.
